Continuation dependent upon satisfactory performance, program needs, and availability of funds Duties and Responsibilities:
  • Assists the Principal Investigator (PI) and Co-Investigator (Co-I) by supporting public health workforce activities, initiatives, and pathways in close partnership with the Hawaii Department of Health (DOH) and other stakeholders
  • Under general supervision of the PI and Co-I, coordinates and manages administrative aspects of the workforce development contract.
  • Manages procurement processes including payment of tuition, stipends, books, and purchasing of program equipment and supplies, process payments, prepare travel documents, and other administrative and fiscal duties as necessary
  • Performs procurement functions within the major systems (UH, RCUH, UHF, etc), may include but not limited to the preparation of purchase orders, requisitions, invitations to bid, requests for proposals/quotations or proposal/bid/technical specifications, sole source requirements, reimbursements, purchasing card payments, etc.
  • Handles all administrative, technical and logistical aspects of the contract and program activities to fulfill grant objectives
  • Collaborates with vendors in order to meet documented deliverables.
  • Ensures that all goods and services are purchases in compliance with federal, state, and university guidelines and procedures
  • Assists with the preparation of subcontracts, subawards, contract amendments, agreement for services, and Memorandum of Agreements or Understanding
  • Assists with the verification of compliance with contract and agreement terms and conditions and monitoring of internal and external deadlines
  • Collects appropriate documents and submits travel requests for approval and processing
  • Maintains and conducts an inventory of instruments, equipment, and/or supplies
  • Plans and arranges schedules of visiting guests as needed
  • Liaises with UH and RCUH HR offices to prepare personnel documents including the coordination of guest speakers and Employee-Independent Contractor (EIC) reviews.
  • Performs other related project administration support duties as required
  • Other duties as assigned
Minimum Qualifications:
  • Possession of a baccalaureate degree in Business Administration, Education, Public Health, or related field and one (1) year of progressively responsible professional experience with responsibilities for educational, business, or health administration or equivalent education/training or experience
  • Functional knowledge of principles, practices and techniques in educational, business, or health administration demonstrated by knowledge, understanding and ability to apply concepts, terminology.
  • Functional knowledge and understanding of administrative concepts, principles, theories, federal and state laws, rules, regulations, and systems associated with educational, business, or health administration
  • Demonstrated ability to recognize problems, identify possible causes, and resolve the full range of problems that may commonly occur in the area of educational administration.
  • Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals
  • Demonstrated ability to operate a personal computer and use word processing and spreadsheet programs
Supplemental Minimum Qualifications
  • Able to work as a team member and to proactively investigate, recognize and resolve administrative and fiscal procurement and operating issues.
Desired Qualifications:
  • Knowledge of policies and procedures, regulations and guidelines of the State of Hawaii and Federal Government.
  • Familiarity with the policies and procedures of higher education.
  • Knowledge of UH, RCUH, or UH Foundation policies and procedures
  • Experience with UH, RCUH, or UH Foundation accounting, procurement, and human resources systems (i.e. KFS, PeopleSoft, eTravel, RCUH portals, etc).
  • Experience collecting quotes from vendors
  • Experience initiating purchase orders and processing payments including supplies, travel, equipment, or stipends
  • One year of experience in public health and/or program planning/management
  • Experience requesting vendor and/or contractor bids through systems such as SuperQuote
